Protected vs Unprotected Consumer — Pakistan Electricity Bill

Definition. A protected consumer is a residential user who has kept monthly consumption at or below 200 units in every one of the last six months; everyone else is treated as unprotected and billed at higher tariff slabs.

How NEPRA defines a protected consumer

NEPRA's tariff notifications split residential consumers into two groups so low-income households on single-phase meters receive a softer price. Protected status is held by a domestic consumer whose usage has not exceeded 200 units in any single month across the last six billing cycles.

The DISCO recomputes your status every month based on your meter history. One month of usage above 200 units is enough to move you to unprotected for the next six months.

Where the status shows up on your bill

Look for a label near your tariff code (A-1, A-1a, A-2). A protected consumer typically sees A-1(01)-Protected or a similar marker; unprotected consumers see A-1(02) or higher. The slab rates printed on the reverse of the bill match the marker.

If you believe the marker is wrong, your DISCO's Subdivision Officer (SDO) can request a status review with meter reading history attached.

Why unprotected rates feel sudden

Unprotected slabs start at a higher base rate and climb steeply after 100, 200, 300, 400, 500, 600, and 700 units. A single 250-unit month in summer can push a household to unprotected for the rest of the year and lift the bill sharply even when next-month units drop.

Frequently asked questions

How quickly can I return to protected status?

After six consecutive months with every month at or below 200 units, your DISCO re-classifies you as protected at the next billing cycle.

Do prepaid or Time-of-Use (TOU) consumers get protected status?

No. Protected status is defined for the single-phase residential A-1 tariff; TOU and three-phase consumers are billed on different schedules.
